Welcome and Introductions |

SP welcomed everyone and thanked Saracens Amateur Rugby Club for hosting the meeting.
EH gave insight into Saracens Amateur Rugby Club who have over 1000 members and run teams for youth, adults and veterans. The club has been at Bramley Road Sports ground since 1939, has 15 years left on their lease and have been discussing renewal with Enfield Council for 3 years but have made little progress.

Minutes of the General Meeting that took place on 29th May 2019 |

MB advised that the previous minutes should read “The Club has been raising money to take advantage of the services of Cardiac Risk in the Young (C-R-Y) a charity which works to reduce the frequency of young sudden cardiac death. The club will be able to screen all 14-15 year old members for heart conditions.” |

SP wrote to Enfield Council regarding traveller incursions but has received no reply. SP to follow up. |

No change in position, Enfield Sport has £840 in the bank account. |

Update on Enfield Sport Membership 2019 |
|
|
4 membership forms were given to SP on the evening. 9 clubs have completed membership forms and paid their subscription. Not a reflection of the 50-60 clubs in the borough. MW and EH offered to contact neighbouring clubs. |

A discussion ensued and a request for a list of names of all sports clubs was made. Issues with the most recent register of clubs were highlighted.
Engagement with different sectors was considered e.g. there are 5 swimming clubs in the borough but no engagement.
CW offered to contact clubs regarding sharing details and compile a list. SP will continue to reach out to clubs.
Concerns on loss of resource were expressed e.g. Tottenham Hotspur FC are 8 years through a 10 year sports development programme in Enfield. It’s not known if any provision is made for when this programme ends.

The draft Enfield Local Plan |
|
|
The key concerns with the plan were re-iterated
- The Playing Pitch Strategy is not given a high enough profile in local plan.
- The policies in the draft Local Plan do not reconfirm the commitment to retaining playing fields and sports facilities that is included in the borough’s agreed Playing Pitch Strategy.
- The draft Plan also makes very little mention of the wider role that sport plays in addressing a wide range of social, health and community issues in the borough.

No further deadline on the local plan has been set. SP said the group needs to be vigilant in looking out for the next draft of the plan. |

MS advised the new Chair of the Local Plan sub-committee is still not known. MS met with Councillor Mahtab Uddin. Cllr Uddin is interested in protection of land in the east of the borough. Cllr Uddin said he will see the planning officer. MS had complained that access to the planning officer is not available. Local community groups have become interested. |

MS has met with the leader of Haringey council. The leader is taking a personal interest and has offered a 45 minute meeting. |

Feedback from the last Enfield Leisure and Cultural Partnership Board meeting |

MB attended the latest meeting. Budget deficiencies dominate the council’s attention, the 2018-19 financial year has a £16m shortfall. Children services and adult social care are the council’s priorities. |

Deputy Leader of the Council, Ian Barnes introduced the new cultural strategy and presented how the council will consult. There was also a presentation by Vibrant Partnerships. |
|

The Heritage Lottery fund was highlighted. Funding has not been awarded to Enfield in recent years.
Action - Look at the criteria for the fund. The Drill Hall, QE II Stadium and Broomfield Park House identified as possible venues that could benefit. |

Significant issues facing individual clubs |

Handball - Filiz Fernandez is a talented Handball coach resident in the borough. Two teaching and coaching periods and an intra-school competition have taken place at Latymer School this year. The Enfield School Sport team are supporting an Enfield Schools competition in December for which Latymer School have offered facilities. |

LC stated that the Arnos Bowls Club facility needs £3,000 for repairs. One of the issues around getting a grant is that a long lease is needed. The London Sport website highlights £4,046,970 of funding available for Enfield. https://funding.londonsport.org/regions/enfield SR mentioned the Enfield Society as a possible source and CW will have a list of possible funders. |

CH said Enfield F.C are trying to work with Enfield Council. The season starts on 10th August and a match with Tottenham Hotspur FC on 31/7 has just been announced. The club is getting involved in many areas including coaching children with learning difficulties and working with the pupil referral unit. |

CW is looking for a more secure parking space for a minibus after suffering a loss. EH offered parking space at Saracens Amateur Rugby Club. |

LM gave an insight into changes in hockey competitions. Significant funds would be required for the club to mount a challenge for the top tier. The club faces maintenance costs of the buildings. The largest issue is overcoming the challenge of being in the middle of an open park and dealing with the threats posed by individuals in this environment. E.g. attacks on the synthetic pitch using heat fuelled by gas bottles. |

MW informed Old Minchendenians own their club house and car park. The club has attempted to re-negotiate the lease with Enfield Council, even offering to pay increased revenues early but have been unsuccessful in achieving a response. Maintenance is not being carried out and consequently matches are adversely affected.
MB identified the repetition of response to clubs characterised by delayed renegotiation of leases raising fears on council intentions to raise rents, take ownership of buildings and re-interpret use of land.
MB proposed a letter be sent to the council to form a collective response and initiate a joint approach for all clubs to the many issues clubs face with the council.

EH reported that it has been identified that the council is trying to re-define Bramley Road Sports Ground as an open space. The club has a lease until 2035. The council have tried to impose a break clause to raise rents. The club took legal advice to oppose.
The council are also trying to include the building and car park in the new lease.
The club incurs reparation costs after council appointed events in summer. The grounds are not returned to the club in the same state following an event. Safeguarding of the ground has to take place before it can safely be used for sporting activity.
Membership is healthy. |

MB said exchanges with Enfield Council regarding the lease had fallen silent. 9,000 people visited the Enfield Pageant of Motoring after which areas to be re-instated (at cost to the club) have been identified.
MB pointed out that although a bond for reparations is demanded by Enfield Council prior to events, no call on the bond is made to repair or “make safe" grounds.
EH Eugene said the Council had not taken up Saracens requests that the Bond be used to cover the extra club costs. |

SR said the Drill Hall had a long maintenance list. Re-furbishment of changing rooms is the long term goal, finding matching security gates and placing a new sign are current tasks.
On-line booking has been a saviour, Jujitsu has gone well and Yoga is popular. A “No Strings Badminton” programme is an aim and SR is searching for an available badminton coach. |

SP informed that the Lawn Tennis Association is tightening up on safeguarding, welfare, equality, diversity, health and safety policies. SP has written policies recently, if anyone would like a copy, please be in touch. |
